Process evaluation at Lange Jaap, the well-known Den Helder/Huisduinen lighthouse
Commissioned by the Ministry of Infrastructure and Water Management, Business Advisory consultants conducted a process evaluation relating to the condition of the ‘Lange Jaap’ lighthouse at Huisduinen near Den Helder. The assessment examined the period from 1988 to 2022. An analysis of the timeline, documents and processes resulted in an overall picture of the situation, and lessons and recommendations were formulated. The entire audit report has been placed on the government’s website. Minister Harbers presented the report to the House of Representatives on 15 September 2022.
Audit readiness for a scale-up company
At the beginning of 2023, Baker Tilly Business Advisory commenced an assignment helping a scale-up company prepare for its upcoming statutory audit. Because 2023 will be the company’s first compulsory audit year, they want to be well prepared. The company offers IT consultants traineeships at their client firms.
We started off by explaining the difference between preparing financial statements and auditing them. Understanding how an auditor works helps to make this distinction clearer. An auditor examines the final product, referring back to the records, while the compiler starts with the records and then compiles the financial statements based on those records. We examine the material procedures and make suggestions on how to safeguard the internal control measures in the primary processes. This produces very specific measures, such as authorising hours, checking the entry of established prices, and segregation of duties for work involving creditor master data. The next session had to do with time records, which in this case involved opening up Salesforce and going through the process one step at a time, and then asking questions and making suggestions. This really inspired our client, who signed up that very same day for a session on tax issues.
Less than 24 hours later, the client had benefited from the expertise of our colleague at VAT Advisory. In the meantime, we have been mapping out the procedures and detailing the internal control measures, making it easier for the auditor to evaluate them.
Large-scale investigation of the operational procedures at youth care institutions
Our Business Advisory consultants were approached by one of the 42 youth care regions to conduct a large-scale investigation of the operations of youth care institutions. We started out by building a dashboard containing a huge amount of data to get an overall view of the risk profiles of the care institutions. We then determined the KPIs together with the municipalities involved, and set the weighting factors. Based on this, we conducted a thorough business management review on 12 care institutions. Giving the institutions the opportunity to express their opinions ensured the validation of the factual findings.
The results of the assignment were used for monitoring and enforcement protocols, as well as to improve cooperation between municipalities and the contracted care institutions, the new procurement process for youth care institutions, and assessing risk profiles. Several youth care institutions also stated that they had benefited from being part of the study, partly from the perspective of their own internal control, leading to a win-win situation. Also, the approach is in line with the Youth Reform Agenda, an aspect of which is to improve insight into the youth care system, and the prevention and detection of healthcare fraud.
